FCA Madagascar and Ministry teams engaged in strategic discussions with key stakeholders in the Vakinankaratra Region.

In Madagascar, enhancing the national Agricultural Extension and Advisory Services (AEAS) system is essential to achieve the government’s goal of food self-sufficiency. As a central player in this system, FCA Madagascar plays a pivotal role in advancing this agenda. The GP-SAEP programme, through its Component 3 implemented by FCA, presents a unique opportunity to strengthen strategic partnerships and create a lasting impact on Madagascar’s food system.

FCA Madagascar — A key player in implementing the AEAS strategy of Madagascar’s Ministry of Agriculture and Livestock

Since 2023, Madagascar’s Ministry of Agriculture and Livestock (MINAE) has been implementing its new National Agricultural Extension and Advisory Strategy (SNVCA) through the Directorate of Extension and Professionalization of Producers (DVPP). As a long-standing partner of MINAE, FCA Madagascar has signed an agreement to expand the GP-SAEP programme’s impacts, specifically its AERAS component (Advancing Agroecological Transformation via RAS), into two new pilot regions : Analamanga and Vakinankaratra.

To support this effort, visits to potential partners in these regions have begun, aiming to identify key stakeholders and introduce them to the AEAS strategy. This collaboration focuses particularly on building the capacity of extension workers, with certification planned to launch in 2025. Extension workers will also be retrained to meet Ministry standards and trained on the NELK (New Extension Learning Kit) to drive the agroecological transition.

Building strategic partnerships to reach the last mile

18 partners specializing in agroecology have been identified and committed to this joint effort to professionalize their lead farmers and agricultural technicians. These consultation meetings led to strategic recommendations from key partners, including :

  • the digitalization of agricultural advisory services ;

  • advocacy for integrating agroecological and agroforestry practices into local policies.

These objectives align closely with the GP-SAEP programme and the Ministry’s priorities.

A crucial step for sustainable Rural Advisory Services (RAS) in Madagascar

With 5 new Master Trainers and 200 extension workers to be trained, certified, and supported, this collaboration marks a significant advancement in strengthening advisory systems. It aims to promote resilient farming, boost productivity, and accelerate the agroecological transition.
